Abstract: | This thesis critically examines the 2024 Eurodac Regulation and the consequent expansion of the collection of biometric data on minors within EU migration management. The original objective of the Eurodac system, which was designed to facilitate the effective implementation of the Dublin Regulation, has shifted towards security and control considerations. This transformation of Eurodac raises concerns about the socio-political implications of the policy and its ramification on the fundamental rights of minors. Therefore, this thesis examines the implications of the expanded collection of minors’ biometric data for EU migration management, with particular consideration of the constraints to the fundamental rights of children. To address this research question, a qualitative approach, which included expert interviews and a qualitative content analysis of the relevant policy documents, was used. The research revealed several significant shortcomings in decision-making, like missing impact assessments, a tendency towards techno-solutionism, and a lack of transparency during legislation. Furthermore, the investigations have revealed significant violations of minors’ fundamental rights and a further securitization of the Digital Fortress Europe. The findings indicate a need to prioritize the protection of the fundamental rights for everyone over considerations of security and surveillance in EU migration management. |
