Abstract:The central government of the Netherlands wants to protect, restore, and promote sustainable use of the built environment to halt and reverse land degradation and biodiversity loss by increasing biodiversity. This paper explores strategies to enhance the integration of biodiversity-increasing measures in infrastructural projects. Recognising biodiversity as a form of innovation, the study developed a theoretical framework that considered innovation implementation across project phases and identified success factors specific to this context. The research involved the analysis of seven case studies to determine the actual implementation of biodiversity-increasing measures in construction projects and the reasons for their successful implementation. To further explore these reasons, interviews were conducted with seven cross-case experts. The combination of the case studies, adjacent literature, and expert interviews identified several success factors. A schematisation outlines the implementation of these factors. All identified success factors influence three aspects of the implementation process: 1) characteristics of the measures, 2) the construction process, and 3) organisation. In conclusion, a contractor should consider these three aspects to increase the chances of successfully integrating biodiversity-increasing measures in infrastructure projects.
