Abstract: | To meet increasing energy demand and global climate goals, Indonesia plans for improvements in the energy sector but will need to cope with a series of complex challenges such as government regulation, economic considerations, the prioritization of renewable energy and stakeholder’s prioritization. This study evaluates how well the Indonesian energy sector is positioned to achieve its renewable energy targets, involving pivotal entities such as the Ministry of Energy and Mineral Resources (MEMR), National Energy Council (NEC), industry stakeholders and NGOs with the ability to drive renewable energy adoption. Through the lens of the framework Actors, Objectives, and Context (AOC), the research highlights the structural and strategic components of the renewable energy sector, identifying the actors and stakeholder effects. Drawing from interviews and analysis of policy documents, the study reveals a complex web of barriers and incentives for an energy transition in Indonesia, exposing gaps between Indonesia's energy ambitions and actions thus far. The barriers include policy misalignments and insufficient infrastructure, with recommendations offered for stakeholders, along with suggestions to support better policy that may enable greater renewable energy growth in Indonesia. |
