Abstract:The threat of breaches in flood defenses is a growing problem in the Netherlands. Taking the right emergency measures quickly and effectively is crucial to minimize the consequences. The recent problems in Limburg showed that it was difficult to find these suitable emergency measures due to the confusion and abundance of information. This thesis therefore focuses on the development of an effective action perspective to support decision makers in choosing the most effective emergency measure for the Wiki-noodmaatregelen website, the website that exists for this purpose. To investigate this, a number of research questions were drawn up, in which the potentially suitable emergency measures, assessment factors and action perspectives that could be used were first investigated through literature research. Interviews were then held with experts in which these researched points were assessed and their inclusion in the final action perspective was examined. It was thereby investigated which important assessment factors influence the choice of emergency measures, such as the flood defense material, the breach phases, breach height, breach width, flow through the breach, subsurface (evenness), flood defense carrying capacity, flood defense lateral force. , location accessibility, weather conditions, geographical location, emergency measure application location and flood defense height were found to be. It was then investigated which emergency measures are suitable for closing breaches and limiting breach growth, some plastic cloth or tarpaulin, immediately available materials for use of emergency measures, sandbags, big bags, plastic grid flood wall, rock berm, rock bags, sheet pile wall, pipes-piles-tubes-masts, water-filled barrier, water-filled pipes, portable dam structures, gabions, container, (inland waterway)ship and controlled-breach forcing were found to be. Finally, the most effective action perspective for decision makers was examined, which turned out to consist of two parts. This first revealed a decision tree suitable for the selection of suitable emergency measures based on the most important assessment factors. Then it was further assessed with an MCDA table for a clear evaluation of the other relevant factors. Using the results from these three research questions, an integrated end result was developed that incorporates these points. This study does involve a number of discussions and recommendations, such as the use of relatively old sources due to a lack of new literature, and the difficulty of determining exact values for the suitability of emergency measures. It was emphasized that the need for further studies into breach growth and the effectiveness of emergency measures, as well as the further development and simplification of the action perspective, are still important recommendations. All in all, the final action perspective appears to be able to relatively effectively support dike managers and flood defense specialists in choosing the most suitable emergency measures in the event of breaches. By making this information available on the Wiki emergency measures website, decision makers can better respond to emergency situations, which contributes to better protection of flood defenses and thus to a safer Netherlands.
