Abstract: | This research investigates how institutional rules impact decision-making and circularity in greenfield area development projects (ADPs), with a focus on Witteveen+Bos (W+B). Using the Institutional Analysis and Development framework, the study analyzed two case studies: Lincolnpark Phase 2 (LP) and Wilderszijde (WZ). Key findings include 17 working rules that influence circularity outcomes. LP faced challenges in collaboration, authority, and motivation, while WZ lacked a clear circularity ambition but benefited from better team dynamics. Both projects struggled with fragmented responsibilities, limited resources, and documentation issues. Recommendations emphasize the importance of early engagement, trust-building, and structured internal processes to promote circularity. The development of CircuPlan provides a practical tool to support informed decisions. The study contributes to understanding how daily processes and working rules shape circularity, offering insights for overcoming barriers such as poor communication and resource constraints. By addressing these challenges, W+B can improve circularity in future projects, aligning with its sustainability goals. |
