Abstract:With the rising awareness of the negative impacts of greenhouse gas emissions on the environment the EU has set ambitious goals on the sustainability transition of the transport and energy sectors. By the example of the deployment of electric vehicles to enable the transition of the transport sector this thesis analyzes how multilevel governance processes can create coherence between the transport and energy sectors in Germany. On the technical side, electric vehicles reduce the emissions of the transport sector locally, a successful intersectoral transition requires the produced electricity to be generated from renewable sources. In the German case study, multilevel governance processes currently do not enable synergies between the two sectors. The policy implementation and coherence potentials are largely situated at the lower governmental levels. These are limited by a low coordination level between the two sectors. Also, low regulatory facilitation of technical infrastructure limits coherence potentials. Synergetic mechanisms are limited.
