Abstract: | This study investigates the factors that drive and hinder the success of Public Procurement of Innovation (PPI) in an international context. Given the growing importance of demand-driven innovation policies, public procurement plays a pivotal role in fostering innovation while also facing significant barriers. A mixed-method methodology is applied, combining a Systematic Literature Review (SLR) with empirical data collection and analysis. Quantitative survey data and qualitative case presentation insights from an international procurement conference are used to evaluate the barriers and drivers of PPI. These insights are further triangulated with ten expert interviews. The findings reveal that organisational, inter-organisational, intra-organisational and external factors impact PPI implementation, also in line with the Innovation System Theory (IST). The findings are summarised in a framework showing the barriers and drivers, and recommendations are given to mitigate the barriers and activate the drivers. |
