Abstract: | This thesis examines the change of party positions in Germany between 2021 and 2025 under the background of the invasion of the Ukraine as an external threat and its implications for German defense policies. It will be investigated which political discourses exist concerning national security and how these discourses have an impact on norm shifts in party identities. Subquestions address economic aspects of the discussion, as well as broader norms that have an impact on the decision making of the parties. The empirical data set of the thesis is built on party manifestos and government discussions that are publicly available. It will be a qualitative discourse analysis with focusing on underlying norms and values, by using a constructivist angle as well as discursive institutionalism. These theories will be converted into a coding scheme, implemented by the tool Atlas.ti. This study is especially timely relevant as it is collected during the exchange in the German leadership to a new chancellor who examines a different positioning concerning defense policy than his predecessor. |
