Abstract:This research is done for police corps Hollands Midden. This organization was interested in the possibilities of benchmarking. The first step taken to answer this question was to study literature about benchmarking and about the diffusion and adoption of benchmarking . Benchmarking is the search for and implementation of best practices. By comparing an organization with itself or another, improvement can be made. Different goals of benchmarking in public organizations are possible: justification, ranking and learning/improving. In combination with different points of reference, for example internal or external, a typology of benchmarking has been made. Besides this typology, a list of different critical factors for a successful benchmark is developed by the literature. These factors refer to the culture, structure and leadership in an organization and in the way the benchmark is done. But these factors arent't sufficient for a successful benchmark. Since benchmarking is an innovation for this police corps, it needs to be diffused and adopted well. Therefore, the list of critical factors is completed with critical factors for a good diffusion and adoption of benchmarking and the best practices that follow from it. Also, research about change in a police organization is taken along in the list.
