The privatization of the public sector is an ongoing trend in de public sector. This concerns
the selling of public organisations, the contracting out of certain activities by public
organisations but also giving more independence to public organisations. The idea is that a
bureaucratic hierarchy has too many costs which can be replaced by using some form of a
market structure. With such a market structure an organisation does not face the costs of the
bureaucratic hierarchy since a large part of the control is replaced by market mechanisms.
However practice has shown that market mechanisms only work in certain situations and in
other situations results in even more costs for the organisation. Which situations are suitable
for implementing forms of governance based on market mechanisms, is an interesting
question for the ministry of Interior and Kingdom Relations which at the moment faces a
reorganisation of the facility services.
Conclusion and recommendations
In this research the following research question was answered: Which governance form is
most suitable for the governance of the security service in FaSam by the Ministry of the
Interior and Kingdom Relations? To answer this question three factors have been selected
from the Neoinstitutional Economy that affect the choice of the governance form used in an
organisation. The factors are:
• information asymmetry;
• and dependency.
The research has shown that the governance form should be chosen fitted to these two
factors in the organisation in order to experience minimal costs caused by the governance
form. It is important that the combination of the two factors are evaluated and not the factors
on its own.
