Abstract: | In the Dutch civil engineering industry, systems engineering has recently been introduced, but little is known about its value. This paper presents an evaluative holistic single-case study to determine the value of systems engineering in the initiative phase of a civil engineering project led by a Dutch municipal government. To determine the value of systems engineering, we evaluated and compared two approaches to one and the same project carried out by different teams. The first team carried out the project as ‘business as usual’. The other team conducted the same project with systems engineering. We evaluated both project approaches with six evaluation criteria based on a perspective of good governance. We conclude that systems engineering creates added value in two fields: it acknowledges the complexity of the problem and increases early participation of relevant stakeholders, leading to policy co-production. |
