Abstract:This Master assignment was conducted at the Deltion College, a Regional Training Center (ROC) located in Zwolle. Deltion provides vocational education and professional evening courses. Over 16,000 young people and adults attend vocational education, at the secondary level, that is provided by the Deltion College. To teach these students, over 1,200 people are employed in teaching and support professions, with 31 percent of the staff being 55 years or older (Appendix 1) (Deltion, 2010). Over the next 10 years this group flows due to (early) retirement, Deltion College will consequently face a large increase in the outflow of employees compared to previous years. There is a real risk that the Deltion College will face a shortage of staff due to the large number of vacancies and the shrinking of the workforce, in the near future. Especially, in the sector Engineering & Design it is expected that it will be hard to recruit employees while a big outflow is predicted. Given these trends it is important that it is clear what is expected in the future and how it differs from the desired situation. This can be achieved by implementing a strategic manpower plan. The scope of this research was confined to the sector Engineering & Design within the Deltion College. The management has received recommendations on how they can improve things but ultimately the choice whether to implement it or not rests with them. The research question of this study is: How should the Deltion College shape its staffing policy for the sector Engineering & Design, based on data for a strategic manpower plan?
