Nieuwe aanpak; verbeterde inburgering? Een analyse van het inburgeringsbeleid met en zonder loodsen bij de gemeente Enschede

In this report the integration policy of the municipality of Enschede and especially the additionally offered guide project is analysed. The integration policy focuses on participation in society of immigrants. The municipality works with a participation ladder and has the ambition to let immigrants reach a higher level on the participation ladder than they start with. After completion of the integration course an immigrant should at least have achieved the starting level ‘citizenship’ and if possible the ultimate goal should be paid work. Citizenship means that someone can cope by him self in society. In the summer of 2008 a guide project has started to coach immigrants. In a guiding track the immigrant can develop his language skills, acquire knowledge of the city of Enschede and broaden his network.
