Abstract:The immediate cause of this research and research question The police force Noord- en Oost-Gelderland consists of four different districts: Noordwest-Veluwe, Apeldoorn, IJsselstreek and Achterhoek. This master thesis focuses on the Achterhoek district, and more specific on the vice squad in the Achterhoek district . The vice squad investigates all reports concerning sexual abuse. After the report, a victim can make the report official by making up a declaration with the detectives of the vice squad. This declaration is the official start of the investigation. The investigation is officially led by the prosecutor. Seven detectives who are specially trained for this type of work are working at the vice squad. One of these detectives has a coordinative function which includes setting up schedules and deliberating with management and the prosecutor. Currently the public prosecutor decides together with the police how many suspects should be brought to the public prosecutor. The amount of suspects that is brought to the public prosecutor, is the only performance indicator for the vice squad. According to the police this is not the right performance indicator to measure the performance of the vice squad. Especially in this field of police work there are a lot of false declarations (declaration of a crime that did not happen). Detectives invest a lot of time and energy to find a suspect, but there is none. Other reasons why this is not a good way of measuring the performance are for example: the victim decides to make the report not official or the offender is not found. Of course, this does not mean the detectives did not do their job well. In 2008 the vice squad in the Achterhoek district should have brought fifty suspects to the public prosecutor, they did not reach this target and brought 28 suspects to the public prosecutor. The new target for 2009 is forty suspects. Because of this difficult situation concerning performance measurement, the police asked for research on how performances of the vice squad should be measured in the future. This leads to the main question of this master thesis: In which ways and with which performance indicators should the performance of the vice squad be measured?
