Abstract:Production of flour and bread in Ukraine are strategic branches of the state. At the same time such strategic importance of those products does not prevent the emergence of unfair competition on the market, risk of suspension of production among producers, and illegal behaviour of some enterprises that allegedly appeared in result of governmental regulation. Therefore, introduced in this thesis case study of the price regulation of flour and bread in the Western Ukraine explores how government may create negative externalities on the market. Indeed, as analysis of regulatory documents shows the decentralized price regulation caused some externalities that put the producers of flour and bread of different regions in unequal conditions for doing business. At the same time subsequent comparison of those differences in local policies with prices on flour and bread on the relative territories does not testify the interrelation between those variables that makes to think about other influential factors on the market. In opposite, the study of rate of return regulation as part of price regulation demonstrates that lack of clear criteria for the allowed rate of return really could cause the wearing of equipment at the regulated enterprises that in turn led to the risk of suspension of production. Finally, our consideration of institutional conditions that influence the relations between the local government as the principal and the producers as the agents shows that the system of control over the bakers, particularly, the system of penalties is not sufficient to prevent illicit responses on regulation exercised by the enterprises.
