Abstract:Executing watertasks by the Province of Overijssel (further: the Province) takes place in policynetworks. Within this thesis watertasks are tasks executed by the Province in the field of watermanagement, defined in time, with explicit goals and not belonging to the regular watermanagement done by the Province. Every network member is ‘playing’ a role, where a role is defined as: all the contributions in the decision-process to realize certain goals. In this way, a distribution of roles is found. Central question in the thesis is how far this distribution of roles while executing watertasks together, can lead to several tensions. Besides the question will be answered how far this tensions are present in the watertasks of the Province. These watertasks are illustrated by three cases. At last, the question will be answered how far and in what way the tensions earlier found are having effects on the processes during the cooperation of the network members. This thesis is in first place theoretically based, because of the literature study done to identify relations. After that these relations have been checked by the three cases. These cases are: Dijkverlegging Westenholte, European Water Framework Directive and Ruimte voor de Rivier project Keizers- and Stobbenwaarden. Most important conclusions drawn after doing this analysis are as follows: Within the three waterprojects cooperation is comparative when looked at the distribution ‘cooperation on organizational basis/cooperation on policy basis/cooperation with stakeholders from the region. Dijkverlegging Westenholte and Water Framework Directive are comparable, both are hierarchical. Keizers- and Stobbenwaarden is different. Here, cooperation is on a equal basis. After that, a difference is made between fulfilling a certain role and executing a task. Difference between them is in essence that a task is decided when starting the cooperation, and thus expected. A role and roledistribution are the completion of this task, where in most ideal situation both are in line with each other. Chapter 4 shows in detail what roles and task of the Province actually are. Tensions which showed up within the projects can be differentiated as follows:  Financial  Judicial  Social, how to interact in a network  Egoism, where partners only have eye for own goals Research shows that Westenholte only has the tension of egoism. Water Framework Directive project had except the financial tension, all tensions shown up sometimes. Keizers- and Stobbenwaarden showed al tensions sometimes, whereas the egoism problem was the most. Effecten van rolverdeling bij uitvoeren van waterprojecten 12 Possible explanation for these tensions can be that role and task are not compliant. Results in chapter 5 does not support this explanation, because the Keizers- en Stobbenwaarden project shows a different view. Role and task are in line with each other, but all tensions are present. The other two projects do support the explanation. Water Framework Directive has role and task not in line, and has three of four tensions. Westenholte project has role and task perfectly in line, and has nor one tension. At last was analyzed how far influence of the found tensions can be measured on the effectiveness. Measuring effectiveness in policynetworks is complicated. That is why effectiviness of processes is used as an indicator to see what the effect on the goals of the project could be. The managers were asked which effects took place, due to the formerly found tensions. Although it is not a measurement by afterwards known goals, a good view of tensions on results is possible in this way. The following effects were shown: In the Water Framework Directive cooperation took more time than expected. Also the project was more expensive. And deadlines were moved due to tensions. The Keizers- and Stobbenwaarden project had new goals, which showed to be irrelevant for the Province. Answers given by the managers shows us that effects and tensions have a relation. Not much data are present, but the message is that there where tensions are, also effects are measured.
