Abstract:This assignment is about citizen participation in the municipality Weert. This municipality has given more attention to civic participation the last years. They try to introduce citizen participation in the municipality especially by neighborhood work. A recent research by the SGBO in Weert has shown that this has conducted a so-called ‘weave mistake’. Neighborhood work has been translated in ‘districts and rural Councils’, as a result of which citizen participation and the districts and rural Councils are more or less used as synonyms. Because of this districts and rural Councils have a strong responsibility for the citizen involvement and the responsibility of the municipality Council and the college have been underexposed remained according to the research of the SGBO. Besides this mistake there exists within the municipal organization of the municipality no determined structure or protocol for citizen participation. So in the municipality of Weert citizen participation is especially a tailor-made job by the officials of the municipality. The main problem in this case is that in this municipality is suggested and propagated that citizen participation plays a main role in the municipality, but it is intern in the organization among officials not clear what this role is and what it has to be. It seems therefore that citizens within the municipality have a lot to say and the ways how that can happen are clearly regulated. But among officials within the municipal organization, in their daily work to deal with citizens and citizen participation should facilitate it is not so clear. It is not clear what exactly citizen participation is designed at this moment and how it should be. Officials do not know exactly what is expected of them and how citizen participation in the bureaucratic organization is embedded. This is a good chance of misunderstandings between the municipality and its citizens. So the main problem of this research is “to what extent is citizen participation embedded and integrated in the organization of the municipality, what are the impact of citizen participation in the decision-making process and the implementation of the plans and how can it make perfect?”
