Abstract: | The immediate cause of this research and research question The Dutch population is ageing. In the Eastern part of Groningen, ageing is expected to rise faster compared to the rest of the Netherlands. Therefore, the amount of people which suffer from chronic diseases is rising and so is the need for care and are the costs of care (Blokstra et al., 2007; SCP, 2004). COPD in the Eastern part of Groningen This research especially focuses on the rising amount of people with chronic obstructive pulmonary disease (COPD) in the Eastern part of Groningen. During COPD airways will narrow caused by an inflammation. Mucus and shortness of breath are two of the main symptoms of COPD (Astmafonds, 2009b). About 2% of the Dutch population has COPD (Astmafonds, 2009a). The expectation is that the amount of Dutch people with COPD will be 39% in 2025 (De Hollander et al., 2006). In the Eastern part of Groningen 9.5% of the population has COPD. The amount of people with COPD in the Eastern part of Groningen is significantly above the Dutch average (Deuning & Frenken, 2008). COPD is in the top ten of the most expensive diseases (Boezen et al., 2008). Providing effective care in the Eastern part of Groningen is difficult, because of the rising need for care and also because of being a rural area. Changes in the way care is provided are needed to keep care available, to control costs and to ensure quality of care. Telecare technology as solution A possible solution to the above mentioned problem, is to use telecare technology. In this research telecare technology is defined as ‘the use of information and communication technology to monitor and guide chronically ill patients at a distance, without the physical presence of healthcare workers’. Telecare technology could appear in an indirect or a direct manner. During the use of telecare in an indirect manner, the patient is monitored by the input of health values. There is only contact between the patient and care providers if necessary (for example, when health values differ compared to normal values). During the use of telecare in a direct manner, there is direct face to face contact between the patient and the care provider at distance for example by the use of video communication |
