Abstract: | The thesis focuses on the research question ‘To what extend did the Council of the European Union changed its emphasis in its social inclusion policy coordination since 1989?’. It should give insight how the Council’s social inclusion policies changed during the time frame. Therefore it looked at policy documents about social inclusion, these documents were content analysed in a quantitative and qualitative way. The outcome was that Social inclusion Policy had two major turning points in social inclusion policy. One is in the year 2000 which added a knowledge-based dimension to social inclusion policy. The other is in 2008 which turned the overall development of inclusion policy from a relative independent social inclusion policy to one which is closer tied to economics. It is concluded that social inclusion changes it emphasis when the overall policy focus has changed. |
