Abstract: | My Master thesis deals with European Union Police Cooperation between the years 1991-2013. With the European Union now consisting of 28 Member States with a combined population over 500 million the question of cross-crime becomes increasingly important. Within the European Union several forms of cooperation have been developed in a attempts to combat this ongoing problem. This thesis starts with examining the statements of Chancellor Kohl in the early 1990s when he advocated for the establishment of a European FBI style organisation. This is followed by examination of four other forms of police cooperation Frontex, European Arrest Warrant, European Evidence Warrant and the European Gendarmerie Force. Each cooperation is analyzed utilizing the theory of three streams developed by John Kingdon in his book Agendas, Alternatives and public policies. |
