Abstract:This paper explores some of the issues surrounding one of the chief environmental policy tools available to governments: green public procurement. More specifically, the implementation of green criteria into the public tendering process in analysed. The selection procedure for suitable suppliers of public goods and services is assessed through a theoretical framework, pointing to the challenges and possibilities that arise with the inclusion of green variables at each step of the tendering process. The aim is to support future researchers with the development of an overarching framework for the measurement of the costs of social consideration into public procurement. Through the analysis of current published literature and legal documentation, this paper finds that the future development of such a framework may be arduous due to the presence of multiple hampering variables, such as the diversity of green criteria at professionals' disposal and lack of through and comprehensive cost measurement tools.
