Abstract:This thesis analyzes the level of community participation in Chinese overseas dam projects, using the theoretical framework of Arnstein's Ladder of Participation. The Bui Dam project in Ghana was selected as the central case, with Sinohydro and China Exim Bank involvement. Based on expert interviews, the findings are contextualized and a first attempt is made at explaining the level of participation. The main findings are twofold. Chinese hydroplayers frequently distance themselves from any responsibility for social impact mitigation and community participation processes. The level of participation in these projects is rarely above the modes of informing or consulting. The Bui Dam project, which actually in parts reaches higher levels of participation, seems to be rather exceptional.
