Abstract:This paper aims at finding out how Cuban dissidents living in exile judge the EU-Cuba dialogue in relation to current events in Cuba and its implications in terms of Human Rights. In order to do so, interviews given by exile dissidents are analysed. A particular focus hereby is laid on five different aspects. These are firstly the exile dissidents’ view on the EU’s current policy towards Cuba, the Common Position and secondly their evaluation of the Human Rights situation in the country. Thirdly, attention is paid to exile dissidents’ opinion on where the EU’s interest in a normalisation of relations with Cuba stems from. The last two aspects concentrate on the questions what the exile dissidents’ think the biggest obstacles for the EU to normalize relations with Cuba are and what expectations they have on the international community including the EU. The analysis reveals that from the exile dissidents’ point of view it looks like the EU is betraying them, Cuban democrats and Human Rights defenders who have been defying the totalitarian Cuban leadership for several decades, by exchanging a policy of conditional engagement for some questionable economic benefits, while the Human Rights situation in Cuba remains inacceptable and the Cuban civil society is expelled from the EU-Cuba dialogue.
