Abstract:A case study of the performances of Noaberkracht. Noaberkracht is a newly created organization, that provides all administrative services for two municipalities: 1) Dinkelland and 2) Tubbergen. By using a combination of objective (documents) and subjective (interviews), this study tries to answer the question: How do the performances of 'working organization' Noaberkracht Dinkelland Tubbergen develop after the administrative merger of the municipalities. According to the results of this study, it can be concluded that the performances of Noaberkracht Dinkelland Tubbergen are developing positively. Also, respondents experience the administrative merger generally positive. Firstly, two combined administrative organizations create a greater capacity, which leads to a less vulnerable organization. Contemporary targets established by Noaberkracht, are often deemed necessary according to the respondents, such as standardization of policies, regulations and applications. However, it cannot be concluded the target for service quality for the whole organization has been increased by 10%. It is recommended to specify the (service delivery) targets for each department separately. Finally, the results show that Noaberkracht sufficiently deals with performance measurements.
