Abstract:For this thesis, research has been conducted into municipal services in crisis management ('bevolkingszorg' in Dutch) and the conditions under which they are being performed by municipalities within the Security Region Noord- en Oost-Gelderland. This thesis has been commissioned and facilitated by the municipality of Oost Gelre. The theoretical framework is based on the distinction in the academic literature between market governance, hierarchical governance, and network governance as coordinating mechanisms in service delivery. A transaction cost economics perspective provides a comparative framework for assessing these governance forms. The main research question concerns which governance forms are suitable for the municipality of Oost Gelre to perform municipal services in crisis management, taking into consideration its position within the Security Region Noord- en Oost-Gelderland. Five interviews have been conducted to assess the conditions regarding municipal services in crisis management. Results indicate that cooperation between municipalities within the Security Region Noord- en Oost-Gelderland in the provision of municipal services in crisis management is both necessary and efficient because of their characteristics. For the majority of services, a network governance approach is preferable.
