Abstract: | Public tendering is the procurement of goods or/and services for a public authority. Certain thresholds determine the point above which a public authority should go for a public tendering procedure, instead of simply selecting a (number of) bidder(s) and inviting them to come with an offer. Every country has different policies on the thresholds for public tendering. Interesting are the differences between the threshold heights for public tendering of countries. We tried to find an explanation for these differences via analysing possible factors which may influence the height of the national threshold. We searched for these factors by looking into literature, making use of theory, and by interviewing experts on the field of public tendering. Eventually we found a set of factors which we tested for their significant correlation with the threshold heights. Some factors are significantly influencing the threshold heights, and based on these we can draw our conclusions about how the threshold heights are set and what is influencing them. |
