Abstract:Managing natural resources is facing dilemmas in most of energy sources producer countries. The conflict between political interest and socio-economic has been the major problem that caused the dilemmas, option to sell (export) rather than to use for the domestic fulfillment seems to be the most choice that been undertaken by the producer states. Therefore, energy policy is considered the best instrument in energy management. However, effective implementation of the policy becomes the critical point beyond the policy on paper. The Province of Jambi (Indonesia) is taken as acase study,with aims to analyze the implementation process of the National Energy Policy (KEN)in the province. This study has found that the electrification ratio was increased significantly (82%) in 2016, proving that the KEN (policy) influenced the electricity services supply in the province. However, the delay of several projects of power generation has been identified as the barrier in the KEN implementation,which has influenced the secure supply of electricity services in the province.These factors have been discovered in the analysis of the internal and external contexts that influence the implementation of the KEN policy.
