Abstract:The public sector faces similar challenges to the private sector in alignment. While the coverage of public sector alignment research has increased in the past ten years, there is a still a knowledge gap. This research proposes a strategic IT alignment maturity model for the public sector in Germany. The developed model is supplemented with a questionnaire for the self-assessment of public sector organisations. Based on in total 39 antecedents for strategic IT alignment found in literature, existing models have been assessed. The Strategic Alignment Maturity Model (SAMM) and the MIG model have been selected to provide the basis for the new maturity model development. The developed model is verified using two expert interviews as well as two case studies The contribution to research and practice is threefold. First, a comprehensive review of existing literature has been conducted to identify the antecedents for strategic IT alignment. Second, existing strategic IT alignment models and frameworks have been analysed and a summary of each is provided. Third, the proposed extended strategic IT alignment maturity model allows both researchers and practitioners to assess the alignment maturity in organisations. The model is likely applicable to both private and public sector organisations.
