Abstract: | This research focuses on the implementation of the Directive 2003/87 ‘European Emission Trading System’ and its impact on the emission of greenhouse gas in Europe. In this context, implementation is split into legal and practical implementation. When legal implementation occurs but practical implementation is lacking, this is called ‘decoupling’. The research question is: To what extent has the legal and practical implementation of the Directive 2003/87 ‘European Emission Trading System’ contributed to a reduction in greenhouse gas emissions in Europe? By using an interrupted time series design, greenhouse gas emissions are measured before and after implementation of the EU Directive. Under the condition of successful legal implementation of the Directive, it is assumed that the more successful the practical implementation in a country is, the more likely a reduction in emission in that country is. To the extent that emissions of stationary installations are analysed, legal and practical implementation have led to a reduction in emissions. However, the degree of decoupling was not an amplifying factor. This study helps the EU to improve its performance on tackling climate change by showing the influence of implementation on emission reduction. This is of great social relevance due to the hazardous consequences of climate change. This study is also scientifically relevant due to the prevailing knowledge gap on legal and practical implementation practices in the EU and on the success of cap-and-trade schemes. |
