| Abstract: | The German and Japanese governments have a problem. Their population is aging fast. This thesis analyses the policy changes in different welfare regimes and develops a conceptual framework for institutional change. It then analyses the German and Japanese long-term-care insurance systems. Finally, this thesis compares the two systems and their development in terms of familialisation. |
