Abstract: | The objective of this research project was to explore the field of Circular Public Procurement (CPP) to advise the municipality of Lochem on developing their CPP policy to a higher level. Nevertheless, one of the challenges is that CPP requires a shift in the traditional procurement process. Not to mention it is an upcoming discipline and rather unpracticed by public authorities. Therefore, CPP needed to be further explored in order to improve Lochem’s current procurement procedures on circularity. This research identified several opportunity areas. It explored and discussed the identified CPP opportunities on an organizational level and on a procurement process level (i.e. traditional and innovative procurement). Further, it highlighted the possibilities regarding the application of Total Cost of Ownership (TCO) and the circular business concept product-as-a-service. The research applied a single case study approach. In addition, primary and secondary data sources were utilized through document review and in-depth interviews with key informants of three municipalities, an advisor on circular procurement, a sustainable local business and the local waste-disposal company. To conclude, the final results of this research can serve as an example for other public authorities or academic purposes to derive best practices in incorporating circularity in public procurement strategy. |
