Abstract: | The Common Agricultural Policy (CAP) of the European Union (EU) is currently being redesigned. How do farmers feel about it? Through qualitative research, attitudes of Dutch conventional farmers toward the direct support framework of the CAP are examined. A better understanding of farmers’ attitudes toward the framework is useful since it could say something about farmers’ willingness to participate therein. It was found that the attitude of farmers toward the framework is multi-dimensional, meaning that various aspects of the framework receive different judgments. The identification of these dimensions is the first most important finding of this research. Additionally, explanatory factors are identified as administrational burden; perceived hindrance in business operation; trust in knowledge of decision makers; recognition and appreciation coming from the market, the society, and the government; and the perceived influence of media and activist organizations on this recognition. Practically, policy makers should take the attitudes of farmers into account. In short, practical situations and a fair image of the agricultural sector should be the basis of a clear-cut design of the CAP, with logical measures that are effective in practice and take circumstances into account, as a result of consultation between farmers’ organizations, researchers, and the government. |
