Abstract:Terrorist operations and acts have posed a threat to the national security of countries across the world for a long time, but the 9/11 attacks in the USA triggered – amongst others – the European Union and its member states to be more active in this policy area. The attacks throughout Europe in the early 2000s stoked this desire to be more active and effective when it came to counterterrorist policies. This paper has been devised with the target of qualitatively identifying and analysing key EU and national policies and measures implemented to help with combatting terrorist activity, and subsequently examining these national policy reactions in terms of convergence-divergence theory. For this purpose, the theory of policy convergence and policy divergence, as well as the mechanisms that lead to a convergence or divergence in policies between the countries and/or the EU, will be examined. Following this, the theory of terrorism and possible terrorist motives will be analysed to contribute to the understanding of terrorism as a threat that triggers policy creation. Key French, Dutch and EU policies and measures created, implemented, changed or discussed in this period – but also, to a smaller degree, some outside of this period – were identified. Finally, with the use of the above information, the aim is to determine if there is policy convergence between the EU and the member states under examination, to what extent this is the case by analysing the similar measures including the argument that their convergence is not absolute (i.e. the presence of some degree of divergence).
