Abstract:This thesis examined how multilevel governance can support the implementation of SDG 12: Sustainable Consumption and Production. By examining the process of policy-making and policy implementation in the European Union and three Member States, it was found that multilevel governance provides structures for implementation that takes into account potential issues of implementation. Multilevel governance allows for stakeholders to be involved in the policy-making and implementation process, while it also sets structures of communication, interaction, and coordination of actions between the different levels of government that are responsible for the implementation of the policies to realise SDG 12. It makes policy-making and policy implementation therewith an inclusive process, in which all relevant stakeholders to achieve the SDG-targets can contribute to the preparation of the policy, which is supposed to help build trust and confidence among all relevant stakeholders to engage with the government in the implementation of the policy. Multilevel governance allows for coordination of actions, which means that coherence in policy actions should be safeguarded. If this is applied successfully, it can help accelerate the implementation of policies to achieve SDG 12.
