Abstract:AIM. This research focusses on the usage of web 2.0 by municipalities and its citizens, in relation to the behavioural intention of those citizens to use electronic participation. In the current society both are closely linked to each other, however, this link has not yet been studied to a wide extent. Therefore, this study investigates the relation by using a cross-sectional study. This should lead to knowledge about the lack of behavioural intention and contribute to possible actions of municipalities. METHOD. A cross-sectional study was performed within 10 municipalities. The usage of web 2.0 by those municipalities is qualitatively analysed, while the behavioural intention of the citizens was quantitatively analysed amongst 523 respondents. FINDINGS. The results of the study indicate that there are no relations between the usage of web 2.0 by municipalities and the behavioural intention of citizens to use e-participation. However, statistics significant influences were found. Performance expectancy of platforms seemed to have the biggest predictive value. The perceived risk of the internet and effort expectancy were proven to negatively affect the behavioural intention, while online citizen behaviour has a significant positive impact. The attitude towards e-participation seemed a strong mediator. CONCLUSION. This study confirms multiple expectations, but provided existing literature with one important addition. Namely, the performance expectancy seemed to be the most important construct. Therefore, it is valuable for municipalities to focus on managing this expectation when conceptualising the platforms for e-participation.
