| Abstract: | The Brigade Toezicht Beveiliging Burgerluchtvaart (BTBB) is part of the Royal Netherlands Marechaussee (KMar) and fulfills the role of Dutch National Supervisory Authority on Aviation Security. The dynamic and complex environment in which the BTBB operates, demands a more proactive and dynamic risk-based oversight on aviation security (AVSEC). The BTBB classifies this as risk-based oversight. Oversight will be connected in a more integral manner with the organizational environment by making the oversight process more risk-based. Moreover the BTBB will more often be able to take preventive action to prevent deficiencies from developing or correcting them in an early stage. The main research question in this study is: How can the oversight on aviation security be made more risk-based? The implementation of the proposed interventions creates a paradigm shift. The work is no longer rule-based, but the oversight is risk-based. |
