Abstract:Introduction: Policy principles of a municipality need to take a difficult route to have the intended effects on citizens with a support need. The effect of policy principles should take the route of the service triad. The triadic structure of providing care consist of the municipality (including the indicators of social care: case managers), social care providers and the citizens with a support need. Purpose: The intended effects of the policy principles are already researched. Furthermore, research is performed on if citizens with a support need perceive the intended effects of a principle and to the quality of the social care according to citizens with a support need, but what happens between the policy and the observed or unobserved effects of a principles is not yet known. So, the goal of this research is to open the black box on the perceptibility of principles and perceived effects on the executive side of social care. The executive side of social care consist of the case managers and the social care managers. This leads to the research question: “Which principles and corresponding intended effects of the principles of the region of Twente are perceived by the case managers and the social care providers? Design: This research is a case study. The case study is performed in the region of Twente and then specific in the municipality of Enschede and the municipality of Hengelo. To answer the research question 15 interviews are conducted (6 case managers and 9 social care providers). Findings: The principles ‘support as close as possible’, ‘result-oriented work’, ‘1 family, 1 plan and 1 director’ and ‘own strength’ are perceived by the case managers and the principle ‘freedom of choice’ is mostly perceived. The social care providers perceive the principle ‘own strength’ and partly perceive the principles ‘result-oriented work’ and ‘1 family, 1 plan and 1 director’. The effects which are perceived on the dimension ‘empowered and people-centred care’, ‘efficient and effective care’ and ‘accessible care’ differs between the principles. ‘Empowerment and people-centredness’ is supported by the principles ‘freedom of choice’, ‘result-oriented working’, ‘1 family, 1 plan and 1 director’ and ‘own strength’. The dimension ‘effective and efficient care’ is supported by the principles ‘result-oriented working’ and ‘1 family, 1 plan and 1 director’. It is partly supported by ‘support as close as possible’. The principle ‘accessible care’ is supported by the principle ‘support as close as possible’. Value: This research contributes to the limited literature available on the route of the translation of policy principles to effects in social care. Moreover, this research contributes to the existing knowledge about the translation of policy principles available for municipalities and shows which principles effects empowerment, people-centred care, efficiency, effectiveness and accessibility of care.
