Municipality intervention in economic recovery

COVID-19 is the third global pandemic and resulted in a crisis as a consequence of anti-pandemic measures, such as lockdowns. This research offers a set of intervention methods a municipality can implement in economic recovery. These intervention methods are constructed through a literature review and interviews. First, COVID-19 is compared with previous crises. Second, the literature review examines interventions used in previous crises. Then, interviews have been conducted to attain practical insights of public procurement in economic recovery, in the region of Twente and to test if municipalities did implement these interventions. The results indicate that COVID-19 is a unique crisis and is difficult to compare. However literature from various researchers show multiple intervention methods in economic recovery. Interventions much implemented in Twente are private tendering, multi-sourcing and incorporating social and environmental goals.
