Abstract: | This paper investigates the existence of language patterns pointing towards coloniality, and patterns representing decolonial notions implemented in the Latin-American discourse of Artificial Intelligence (AI). In this sense, it asks whether the AI-discourse of the region can be considered an alternative to the AI-implementation of the Global North, by examining included as well as excluded stakeholders, the kind of prioritised actions and ideologies mediated to their reader by applying a content analysis in a case study. The analysed policy documents of Chile, Colombia, Uruguay and Mexico as well as the summary of the Latin American AI summit of 2020 mainly reflect patterns of coloniality due to the high relevance of capitalism, nation-state narratives and global dependencies. However, the importance and portrayal of actions regarding the cooperation of the Latin-American region imply important first steps towards a decolonial process. |
