Abstract: | On the first of October 2020 a court ruling took place concerning the newly proposed purchasing policy for long term care of five Zorgkantoren directly leading to the question what a proper method would be to determine a reasonable Wlz tariff. After establishing that the Wlz is a complex healthcare law in several ways, it was chosen to approach the issue from a cost-price perspective. Through the assessment of (industry specific) literature and informal interviews an initial cost-price model was formulated. Which in turn was assessed through formal and informal interviews. While in need of refinement and further development, the initial model provided proof of model’s concept. In addition to this proof it also provided insight in the potential uses of the model besides pure tariff determination. With the use of an improvement cycle the following iterations of the model will eventually deliver the proper method to determine a reasonable Wlz tariff. Whether it is for creating acceptance of tariffs among care-providers or as a preparation to defend the tariffs in court. |
