Abstract:The Dutch government has made it a national target to be a 100% Circular Economy (CE) by 2050. Dutch municipalities, as part of the Dutch governmental system, have to do their part in order to facilitate this transition. This research has studied 8 Dutch municipalities which were deemed to be ‘circular frontrunners’. Through a case study analysis, this research looked at how municipal policies (what they want to do) are translated into procurement practices (what they are doing) regarding construction related activities. 7 principles of the CE were used in this analysis and through pattern matching matched with either policy documents or tender specifications. This research has shown that within the cases analysed principles occurred more often in policy than in procurement practice. However, this was not the case in all cases. This research has also shown that the amount of circular tenders, compared to the total amount of tenders, is rather limited. The CE is not widely adopted in procurement practices and this adaptation, yet increasing, is rather slow.
