Abstract: | In the Netherlands, an increasing risk of flooding is predicted, and a shift from traditional flood control measures to more adaptive and integrative flood risk measures is needed to create a more resilient water system. This increases complexity for which actors in the governance network make boundary judgements. These can obstruct the transition towards adaptive and integrative flood risk measures. Through actor-interactions, boundary judgements are constantly influenced and thereby influence decision-making. This thesis aims to provide insight in this process. Boundary judgements are referred to as the assumptions about what should belong to the system of action and they determine what is taken into account and what is excluded from consideration. Two HWBP projects of at the Dutch regional water authority Drents Overijsselse Delta High water were studied which explore systemic or river catchment alternatives. Data were gathered about the cases by analysing documents, conducting interviews and the open observation of meetings. Both cases show that institutional arrangements, interactions with other actors and also individual employees can play a role in the dynamics of these boundary judgements, and that a sectoral and risk averse approach is not supportive of adaptive governance. |
