Abstract: | Public organisations are increasingly facing the challenge of responding to the trends of society. In order to become more environment-oriented and flexible as an organisation, more and more governments introduce the concept of task-based work. To create the intended flexibility, more and more organisations introduce 'self-managing teams'. Both implementations seem to fit the government's aim to become a dynamic network organisation. The question is however whether the implementation of self-directed teams also fits with the transition to task driven working. The definition of self-directed teams implies that no formal manager is needed. In order to achieve a compatible situation of both elements the manager plays an important role. Teams have to learn to become self-steering. Therefore it is important that a manager coaches them in this. The role of manager is hereby shifted from supervisor to coach. To get an organisation to change into a learning organisation in which both the task driven work and working with self-directed teams are effectively deployed, it is most effective to focus on the knowledge and skills of managers. The managers can then coach the employees as culture leaders in the desired behaviour. |
