Abstract: | This thesis offers insights on the question to what extent the proposed global deforestation instrument solves the implementation and enforcement challenges emerged in the application of the EU Timber Regulation? As the global importance of protecting forests significantly increases, the European Union has adopted a proposal for a new Regulation to fight global deforestation. This thesis examines the application of the 2010 EU Timber Regulation and identifies major shortcomings in its implementation and enforcement within the European Union. The thesis will use a hermeneutic approach of textual analysis in order to critically evaluate the analysis of the Regulation and situate it into the theoretical debate on Europe's normative power and the external action of the EU. The analysis concludes that although the vast majority of identified shortcomings found in the EU Timber Regulation have been incorporated into the new proposal, a number of significant deficits remain that raise questions about a comprehensive effectiveness of the new instrument and fundamentally challenge the application of the term Normative Power Europe. |
