Abstract:Renewable energy is one potential solution to Indonesia's energy needs. As the process of RE development involves a variety of stakeholders, it is vital to consider the various interests of these different actor groups. The Advocacy Coalition Framework helped identify and categorise stakeholders based on their beliefs regarding the energy trilemma. These groups are then used to create coalitions that advocate for the interests of each group. Due to its ability to publish local energy plans at the earliest, the comparative study between Central Java and West Java attempted to identify the constraints that hinder the development of RE at the subnational level. First, there is a lack of involvement from stakeholders in decisions being made. Organising annual discussions for all relevant stakeholders to participate is crucial. Then, the State Electricity Company is the next major obstacle in limiting the amount of RE utilisation due to oversupply issues. Lastly, due to resistance and misunderstanding, the lack of public information on energy diversification has further slowed the growth process. All stakeholders must work together to raise awareness of the importance of switching to RE and create specific initiatives to help provinces focus on particular types of RE use.
