Abstract:The past of Inholland is characterized by a fatalistic or reactive way for managing risks. Over the years, preparation has been made to enable a risk paradigm shift towards a conventional or traditional way of managing risks. For example, the institutional plan (2016-2022) stated that the university had to start working on risk management. However, the risk management implementation process did not take into account project and procurement risks. Partly because of this, the problem statement of this research is stated as follows: 'The absence of the development of the risk-driven approach in the European procurement processes contributes to an increased chance for risk to emerge during and after the procurement processes’. Convinced of the added value that a risk-driven approach can bring to an organization, the main research question was formulated: 'How can a risk-based approach be integrated into European tendering processes within a University of Applied Sciences?' To answer the main question, the following sub-questions were addressed: 1. What is a risk-based approach and to what extent is a risk-based approach used in the current European tendering processes? 2. What is the added value of the implementation of a risk-based approach in the tendering process? 3. In which part of a European tendering process can a risk-based approach be integrated? Implementing a risk-based approach will enable the organization to effectively manage its risks (in the future) (objective). To answer the main and sub questions, a literature review and semi-structured qualitative interviews were conducted. Furthermore, a quantitative survey was used to confirm the answer to one of the subquestions and to gather input regarding the answer of the main question.
