Abstract: | The relevance of batteries in the face of electrification in the European Union (EU) seems to have increased. In recent decades, resource efficiency elements have become increasingly important in high-tech battery policy. This paper explores the internal and external dynamics influencing policy change. Using the Advocacy Coalition Framework (ACF), it was found that there are indeed indicators of coalition formation within the policy subsystem in the form of material and purposive coalitions, which also suggest potential cross-coalition interactions. Furthermore, the impact of external events on battery policy has been studied, especially in the political subsystems of electromobility and climate protection. Nevertheless, further research around the policy subsystem would be highly recommended to further substantiate the findings of the paper. |
