Abstract:Ibu Kota Nusantara (IKN), is Indonesia's future capital city designed by the Government of Indonesia (GoI) to be a smart and environmentally sustainable city. This thesis examines the GoI's socio-technical imaginaries about the future (smart) capital city project. Mobilising multimodal discourse analysis, I illustrate that digital citizenship - conferred on the basis of one's digital literacy proficiency - is highly valued in a city that is envisioned to rely on technological solutions to address urban governance complexities. This thesis also traces the historical links between the GoI's imaginaries of IKN and past GoI's projects on smart cities (i.e., 100 Smart Cities) and digital citizenship (i.e., Siberkreasi). Using historical analysis, I present an account that shows the influence of corporate narratives of smart cities on the GoI's conceptualisation of smart cities. It is shown that these corporate narratives of smart cities are appropriated into the techno-nationalism narratives that the GoI performs. Recognising that these corporate narratives are non-neutral, the thesis advocates for wider public participation in shaping IKN. It emphasises the strategic importance of imagining alternative future visions for the IKN project, and concludes by suggesting a more participatory approach to technology assessment in order to produce alternative visions during the development of the IKN project.
