Abstract:This research assesses Leeuwarden's green roof policies within its governance structure. Despite green roofs' environmental benefits, maintenance and costs pose challenges. The primary research question is: "How can green roof policies be more effective in Leeuwarden's governance context?" The study investigates existing policies, governance hurdles, and installation incentives. By addressing these issues, it aims to boost green roof adoption. Qualitative methods, like expert interviews and desk research, are employed, using the Governance Assessment Tool (GAT) based on Contextual Interaction Theory. Results stress the need for improved collaboration and communication among stakeholders, addressing low participation. Limited upper-level government involvement and municipal subsidy provision are identified. The GAT reveals areas for policy and program enhancement, emphasizing better strategy, stakeholder engagement, goal alignment, and resource allocation. Challenges include weak policies, collaboration gaps, subsidy reliance, and financial constraints. Recommendations include increased upper-level government involvement, stakeholder participation, trust-building, clear goal setting, adaptability, and resource allocation. Leeuwarden's municipality can encourage stakeholder engagement for sustainability goals. The study acknowledges limitations and suggests future research areas.
