Abstract:In addition to the rising demand for mental healthcare after the Covid-19 pandemic, mental healthcare professionals in the Netherlands are facing an increase in work time spent on administrative tasks as the Dutch government passed the Compulsory Mental Healthcare Act (CMHA) in 2020 (Maris et al., 2022). With these changes underway, this bachelor thesis aims to determine whether the administrative burden placed on professionals increases for red tape rather than green tape. By surveying a Dutch youth mental healthcare organisation, the effects of red and green tape on administrative burden are researched and analysed in the context of the theories in the field of public administration. The state of research extends from the conceptualisation and operationalisation of the key concepts to the application of Public Service Motivation in the healthcare sector and to the research into the effects of red and green tape by Kaufmann, George et al. and Pandey et al. The survey analysis shows an increase in administrative burden for red tape in comparison to green tape, even though the operationalisation of administrative burden with Likert scale items is not always internally consistent. This paper provides a perspective on the usage of administrative burden and red tape as distinct concepts and aims to improve the lives of healthcare professionals by contributing to research in this field.
